Council of Europe: States Adopt First Binding Framework Treaty on AI

The firmament of treaties on Artificial Intelligence has become slightly brighter as the Council of Europe and eleven non-member states have adopted a Framework Convention on artificial intelligence after years of negotiation. Proclaimed as the ‘first-ever international legally binding treaty aimed at ensuring the respect of human rights, the rule of law and democracy legal standards in the use of artificial intelligence (AI)systems’, the Convention treads new ground in a domain that has previously mostly produced regional binding instruments and international non-binding frameworks. This report outlines the treaty’s details and peculiarities in context with the wider landscape of AI regulation and assesses critically the added value of the Convention to existing regulation.
