The advent of DeepSeek’s latest R1 model has sparked concerns among regulators and market competitors in both the European Union and the US. While its rise seems to be a more direct response to the US - coming just days after Trump’s second inauguration and the adoption of the executive order Removing Barriers to American Leadership in Artificial Intelligence - it also presents significant challenges to the European Union and the Council of Europe’s rights-based AI regulatory model.
